    I'm active duty and 100 percent staying home teleworking, do I have to keep my hair within grooming standards in AFI 36-2903? 

    The Superintendent released a memorandum on April 8, 2020, that temporarily supersedes the published guidance in AFI 36-2903. With the intent of limiting the exposure to COVID-19, personal grooming standards related to hair are temporarily waived if the following conditions apply: 

    • The military member does not reside on USAFA.
    • The military member is in 100% telework status.
    • The military member only enters the installation for other than official business. 

    This waiver applies to hair length and bulk only. All other personal appearance standards as related to hair (e.g., hair color restrictions) remain in effect. This waiver does not include the growth of facial hair. Please coordinate with your chain of command for any further questions.

    Since masks are required, will they be provided? Where can I purchase a mask?

    The 10th Logistics Readiness Squadron is working diligently to provided masks as soon as possible to those required to come on base to work. There are multiple guidelines from the CDC on how to make a mask at home out of a t-shirt, etc. The LRS masks will be distributed to security personnel, cadets and those still required to report to work at USAFA.

    About COVID-19

    On Jan. 30, 2020, the World Health Organization declared a public health emergency of international concern for the 2019 novel coronavirus, or COVID-19. On Jan. 31, 2020, the secretary of Health and Human Services declared a public health emergency in the United States and announced new measures to prevent the spread of COVID- 19. The current epidemic, which originated in mainland China, has demonstrated the capacity of COVID-19 to spread globally. While supporting other government agencies’ response to the COVID-19 threat, the Department of the Air Force is responding appropriately to protect the health of the force and maintain operational readiness.

    Health Services

    Military Medical Treatment Facilities (MTFs) and Dental Treatment Facilities (DTFs) have postponed all elective surgeries, invasive procedures, and dental procedures for 60 days.

    If you are a USAFA 10th Medical Group beneficiary and wish to be tested for coronavirus, call the Patient Appointing Service at 719-526-2273 to leave a message. A nurse will then return your call to coordinate an appointment. Do not show up to the clinic without calling ahead, as that puts other patients and healthcare workers at risk.

    If you are a member of the faculty and staff and wish to report a potentially infected person on base or request medical information about coronavirus, email the Medical Control Center at usaf.usafa.10-mdg.mbx.medical-control-center@mail.mil. For urgent issues, call 719-333-5413.

The Pharmacy remains open; however, only 9 customers are permitted in the lobby at any given time.     If you are experiencing symptoms associated with COVID-19, including fever, coughing, or shortness of breath, are 10th Medical Group beneficiaries and want assistance, you should contact the Patient Appointing Service (PAS) at 719-526-2273 to leave a message for their health care team and not walk in to the clinics. Our nurses will return their call to coordinate a time for them to arrive to clinic that does not put them, other patients, and our health care workers at risk. 

    Base Services

    USAFA is under HPCON Charlie and on May 11 will begin Phase II-a reopening status. We are leaving Phase I characterized by Official Business Only while maintaining essential services such as the Commissary, Post Office, and Pharmacy. However, given decreased rates of coronavirus disease (COVID-19) in El Paso County, and near zero rates on the installation, we are advancing to the next Phase. 

    In Phase II-a, USAFA will see more establishments opening up such as the golf course (no snack bar or rental equipment) and the base gym (for active duty) while the Exchange and Commissary have expanded their services to all DoD ID card holders. Customers are already seeing more services reopening in both the 10th FSS and the 10th MDG, and more openings will follow. However, in order to keep you safe, we are not opening all services at once. 

    We have designated our Phase II-a the "New Normal" because, although many workplaces and establishments are reopening, you will still have to:

    • Wear a cloth face covering
    • Maintain a six-foot distance from other people
    • Observe proper respiratory etiquette

    If you are able to telework, you should do so. If you need to come on base to accomplish your mission, stay only as long as necessary to get the work done. If you feel sick, stay home and call your supervisor and your healthcare team. Please understand, we expect this New Normal to likely last one year or more so please stay flexible and adjust your expectations accordingly. 

    Base leaders and their staffs will use an approved "Reopening Guide" to use in determining which offices, shops, establishments to open, when to open them, and how to open them.

      Personnel who store their recreational vehicles or horses on the installation may continue storing or retrieving them with a copy of proof of ownership documentation.

      Delivery of official mail has stopped but customers may drop off or receive official Mail at the Official Mail Office in the Community Center.

      The Pass and Registration Center has moved to the Large Vehicle Inspection Station (LVIS) to the West of the PRC. They are no longer staffed to create badges, proximity cards, cadet and airfield access, or programming of gates and doors. The PRC can only make 30-day paper passes at this time. More information at (719) 333-0447.

      The operating hours remain the same. Restaurants located in the Exchange dining rooms are slowly reopening. Call the Exchange at 719-472-0861 for more information.

      Most support offices and functions (contracting, finance, logistics, legal, communications, etc.) are minimally manned, please call ahead to check on services provided. 

      HPCON Charlie Restrictions

      USAFA implemented Health Protection Condition Charlie (HPCON C) as of March 23. The below measures will be enacted to help keep the base population safe and healthy as well as limit the possible spread of COVID-19.  

      • Follow all HPCON A and B measures
      • Follow the rules of your unit under HPCON C
      • Following directions on signs at entryways that will redirect you to designated entry control points
      • Official Business Only (OBO) rules
      • Supervisors will encourage and implement telework and min-manning for all personnel wherever duties and mission allow
      • All personnel will practice social distancing on and off duty; avoid large close contact gatherings to the max extent
      • If you are conducting a meeting ensure proper social distancing is observed in the room
      • No handshaking. Use alternate greeting options such as elbow bumps, waive or other methods that reduce contact exposure
      • Keep doors open/cracked unless necessary for security/privacy. This helps reduce frequency of contact with hard surfaces such as door handles
      • CACs will be visually inspected or scanned at a distance unless absolutely required for security/privacy
      • Entry/Exit of buildings and work centers requires hand-washing with soap and water or use of hand sanitizer
      • Reduce time in common use areas. If required to be in an area, supplies should be provided to wipe down and sanitize the area upon arrival and prior to leaving
      • No work center potlucks. Individual meals should be brought from home or purchased. This reduces multiple contacts with serving utensils

      Visitor & Event Restrictions

      As a precautionary measure to ensure the heath and safety of our military, civilian personnel, family members and base community, USAFA temporarily closed to visitors on March 13, 2020. This restriction does not impact access for on-base residents, Air Academy High School students and faculty, Department of Defense ID card holders, or anyone conducting official business. remain unchanged.
